Union Transport Ministry has issued a strong warning to the states in which they states have been notified the cons of non-implementation of the high security registration plates (HSRP) for all vehicles.
 
"Non implementation of the scheme would definitely be viewed seriously by the Court and it may amount to committing Contempt of Court," Transport Secretary Brahm Dutt said in a written statement to all the State Chief Secretaries.
 
"As such the states/union territories which have not implemented the scheme so far, need to take immediate steps in this regard," he said.
 
The Supreme Court had issued an order in May 2008, according to which the centre and the states had to coordinate for implementing HSRP. HSRP can help in preventing the terrorists to employ the vehicles they steal for executing their plans.
 
This had to be enforced within six months, the deadline which ended in November.
 
The official has disclosed that the system has not been implemented in most of the states. He also disclosed that states have not answered to the letters which sought confirmation on the implementation of the HSRP by Dec 31, 2009.
 
"In sharp violation of the order, just about 85,000 vehicles (out of an estimated 10 million) in the country have installed HSRP so far," a senior Transport Ministry official, who did not wish to be quoted, told reporters.
 
HSRPs use tamper proof technologies – chromium holograms, laser numbering and alpha-numeric IDs, and have all unique details of the vehicles like engine and chassis numbers.
