TRAI, the telecom regulator of India, has plans for urging the telecom operators to provide per second billing instead of per minute billing, which currently exists. This proposal, if implemented, can be a thrash to the revenue of the telecom service providers.
Tata Teleservices, who stands sixth in India, had launched the per-second billing concept for the GSM customers with the launch of DOCOMO. This had helped the firm to attract 3.4 million subscribers in August.
The other operators charge customers on minute basis because of which even if customers use for less than a minute they have to pay for the entire minute.
"We may ask all operators to consider the per-second pulse as a mandatory option along with their other tariff plans”, said J.S. Sarma, the hairman of the Telecom Regulatory Authority of India.
Sarma was speaking during the margins of the ITU World Summit in Geneva.
HSBC said in a research report in August per-second billing was the most "disruptive" plan, and mentioned that the revenues of telecom operators could decline by 15%, if this is adopted.
The time frame for the implementation of the proposal has not yet been disclosed, as the proposal is still in discussion stages.
