The Right To Information (RTI) Act, which is a powerful tool in the hands of the common man, celebrates its third anniversary today. The Right To Information Act has made it mandatory for government institutions and other public bodies to proactively provide information to people, whenever they seek it. On Monday, May 12, 2008 the RTI Act has completed three years since it was passed by the Parliament.     
 
The Right To Information Act also requires public authority to provide information at regular intervals so that the ordinary citizens do not have to resort to take the help of the act. RTI activists feel that effective implementation of the obligations of having to proactively disclose information would put an end to the peddling at grassroots level. 

The need to have proactive disclosures was felt as since independence till the time the RTI Act came into existence, government functionaries held back information under the garb of Officials Secrets Act (OSA).
The RTI Act has, nonetheless, empowered the citizens of India to question the government, inspect their files and even grab copies of government documents to inspect government works.
