Though the UPA government is facing protests from its allies regarding the exclusion of creamy layer from the 27% OBC quota, HRD minister Arjun Singh made it clear that the government would implement the OBC quota. It is to be noted that the major allies of the UPA government DMK, PMK and LJP have protested against the exclusion of the creamy layer.

Singh said that the orders of the Supreme Court have to be honored and very soon the government would introduce bill which it had prepared in November 2006, for regulating admission and fees in the private unaided institutions.

In order to pacify its allies Singh however said that the UPA government also wanted that the creamy layer should benefit from the reservation. However he has expressed his happiness with the quota being implemented and doesn't want the delay in the implementation of the quota because of the protests.
