A book named 'Crossed Swords: Pakistan, its Army and the Wars Within' has revealed that the Kargil war was planned much before it actually happened in 1999. The book says that Benazir Bhutto, the slain leader of the PPP, and President Musharraf had discussed about the Kargil war when he was the head of the military operations of the army in Islamabad.
Bhutto told the author of the book, Shuja Nawaz, about the above fact. Bhutto said that Musharraf, while presenting the war plans to Bhutto, said that there should be a military penetration into the Kashmir to capture its capital Srinagar. However, Bhutto said that they wouldn't be able to hold the gains and would be forced to withdraw. President Musharraf is widely regarded as the man who planned and executed the Kargil operation in which the Kargil hill was captured.
Lt.Gen. Ziauddin told the author of the book that Nawaz Sharif was also aware of the plans and he had authority to halt the operation if he had doubts but he didn't do it.
