Jharkhand girl Shubhra Saxena topped the Civil Services Examination 2008. Shubhra Saxena was born in Bareily in Uttar Pradesh and had basic education upto under graduate level from Jharkhand.  She did her schooling from DAV public school, Dhori and later completed her higher secondary from Carmel Public School, Hazaribag. The B.Tech degree holder from IIT Roorkee cleared the UPSC (mains) examination in her first attempt.
 
Shubhra Saxena is the daughter of a superintendent engineer at the Tarini Project of CCL (Dhori), A Chandra. Her husband, Shashank Gupta is a computer engineer. Prior to attempting Civil Services Examination, Shubhra Saxena was working in Computer Sciences Corporation, Noida. She left the job, as her dream was to offer her services to the rural population of the country. After leaving the job, Shubhra joined an IAS coaching institute in Delhi as teacher. 

She prepared for the Civil Services Exam and at the same time taught the students at the coaching institute. All the top three positions of 2008 UPSC exam have been grabbed by girls. Sharandeep Kaur Brar of Chandigarh secured the second position, while Kiran Kaushal came third position. Out of 1,67,035 candidates who appeared for the Civil Services Examination, 11,849 qualified for the Mains and only 2,140 could make it to the personality test.
