Pakistan's Inter Services Intelligence has no links with the Mumbai terror attacks claims Harlan Kenneth Ullman an American expert on national security and terrorism. He is a combat veteran who has close links with Pakistani government officials, military leaders and intelligence officers, believes that the ISI has changed completely.
 
Ullman, a senior associate at the Centre for Strategic and International Studies, where he heads its political-military and strategy programmes, is currently in Islamabad where he has been meeting senior government officials.
 
He added that there was absolutely no ISI involvement at the senior levels. Such type of attack the ISI would have wanted to prevent. But he did not deny involvement of some junior staff or some former staff of ISI. He stressed that it is not in Pakistan's interest any longer to use these groups (like the Lashkar-e-Tayiba) pro-actively because these groups, in many cases, have turned against Pakistan itself.
 
He termed India's insistence on ISI's involvement in the Mumbai attacks as incorrect and based on past history, which is wrong. He demanded a thorough, cooperative, coordinated and transparent investigation. According to him both sides have got to realize that they are threatened by very serious insurgencies. He also said that India must take care of its own insurgencies.
