According to the Economic Survey 2008-09 which was released today, the impact left by climate on agriculture, water resources, health, sanitation, coastal zone infrastructure, forests as well as extreme events during the last fiscal year is grave. 
Climate change has happened due to the increase in the concentration of the greenhouse gases especially carbon dioxide in the atmosphere which is a result of industrial activities.
According to the survey, availability as well as dissemination of technologies as well as goods which are climate friendly must be made essential so as to improve the living conditions and reduce the expenditure on adaptations for climate changes. 
"The collaborative R&D effort has to be promoted, with multilateral financial support under the UNFCCC (United Nations Framework Convention on Climate Change) in order to facilitate rapid and widespread dissemination, absorption and application of climate-friendly technologies. 
"A Copenhagen package incorporating this component, with an accompanying multilateral financing package, would be an outcome necessary to address climate change in a manner consistent with goals of sustainable development."
