Government has plans for scrapping the habit of presenting an outcome budget for ministries, since the tools used for evaluation are not consistent with the procedure.
Outcome budgets are actually the reports on the progress made by each ministry on how effectively the money allocated to them has been utilized. It helps in the evaluation of various schemes and improvement in their delivery.
"The outcome budget is not that useful. We need to have better understanding of both the issues involved and the ground situation," Planning Commission Deputy Chairman Montek Singh Ahluwalia mentioned.
He mentioned that certain sectors including health and education must use a distinct approach for evaluating their performance. He mentioned that this is required as the performances in these areas are not easily measurable.
He said the government, accordingly, was not pleased with the outcome budget in the present format.
