The Goa government has handed over the investigation of the Scarlett Keeling murder case to the CBI, following widespread speculation about the insincerity in the Goa police’s probe. Sometime ago, the Goa government had voiced its readiness to give out the Scarlett murder case to CBI. But, until recently, no final order was given out pertaining this case.    
 
On 18 February 2008, a 15-year old British teenager Scarlett Keeling was found dead on the popular Anjuna beach of Goa. Following this, the Goa police arrested two locals - Samson D'Souza (Barman) and Placido Carvalho (drug dealer). Allegedly, both the arrested persons had drugged and raped Scarlett and left her to die on the Anjuna beach.
 
But the teenager’s mother, Fiona Mackeown felt dissatisfied with the Goa police’s probe alleging that attempt was being made to cover up the matter. Hence, she demanded that her daughter’s murder be investigated by Central agencies. Even a number of human rights groups have expressed concern about the sincerity of Scarlett Keeling’s murder probe by Goa police.
